[TYPO3-core] UTF-8 in file names

I have a few reports that it works (and a report of a glitch I'm able to 
fix). IMHO it's justified to include it as you have to enable the feature 
anyway.

I have some spare time this evening and will have a look at open 4.1 issues 
and stuff.
