[TYPO3-core] UTF-8 in file names

I have uploaded a new version as "masi_utf8fs". Hopefully I have managed 
to add all necessary files.

I have tested fileadmin, images, filelinks and RTE (plain images and magic).

If your tests * are going well, then I'll prepare a patch.
