[TYPO3-core] TYPO3 version (CVS) and installer/TS version check

Hi!

I just created an installation from scratch using the CVS version (TYPO3_4-0).

I notice three things.

1) the version is 4.0-CVS but should IMHO be 4.0.1-CVS
2) the upgrade wizards says I must upgrade from 3.8 to the current version
3) after the upgrade the version is set to 4.0-CVS

If TYPO3_4-0 is becoming 4.0.1-CVS, then HEAD should be 4.1-CVS.
