[TYPO3-core] FYI: update to rtehtmlarea system extension

For your information:

I have committed to HEAD various fixes and features to the rtehtmlarea 
extension, including better integration with the element browser as 
modified for TYPO3 4.0, as well as optional integration with DAM media 
browser. See local change log for more details. I plan to publish this 
new version on TER on May 7th.
