[TYPO3-core] RFC: Fix FE user login for DBAL

Hi.

Type: Bugfix
Branches: HEAD, TYPO3_4-0

If a database matches null only with IS NULL, such as Oracle, FE user logins 
are not possible currently. The attached patch fixes this.
