[TYPO3-core] Reminder: : pageNotFound_handling HTTP status fix

Hi all!

Version 3 of the patch is attached. I added <base> handling and Martin's 
additional code for curl.

Now <base> tag is added only if (1) we fetch non-relative URL and (2) 
<base> is not specified there. Code also checks for mising <head> tag 
and adds it if necessary (case-insensitive checks everywhere). <base> 
will be added even for local site if absolute URL is specified. This is 
for the case when page lies somewhere in the tree and uses relative URLs.
