[TYPO3-core] A draft for an updated NEWS.txt

Many thanks for your draft, Martin.

I have added a few more lines and committed the new NEWS.txt to Subversion.
A slightly modified version has been committed to Trunk, though the bugfix
list does not belong to this place. (I will clean this up later...)
