[TYPO3-core] RFC: typo in rtehtmlarea code corrupts localized content titles

Hi!

This is SVN patch request.

Branches: 4-0 and trunk

Bug: http://bugs.typo3.org/view.php?id=3953

Problem: simple typo in rtehtmlarea causes wrong character conversion 
for localized content. Code uses "$his" instead of "$this" in two 
identical places when checks for typo3 version. See [1] how this bug 
looks like and [2] for correct look.

Solution: obvious: $his must be $this.
