[TYPO3-core] RFC: enable localization for section titles (bugfix)

Hi!

This is a SVN patch request.

Type: bug (http://bugs.typo3.org/view.php?id=3594)

Branches: HEAD & TYPO3_4-0

Description: flexform handling code in tcemain misses a call to 
$this->sL in one particular place: where it needs to retrieve section 
title. Such call exists in other places, but it is missing in this 
place. Effect: it is impossible to localize section titles at the moment.

Solution: add a call to $this->sL.
