[TYPO3-core] option frame is broken in new skin (bug #3085)

Yes, I like topmenu_background_high2.jpg better, as it is a bit smaller.
On Firefox the text in this frame is some pixels further down, and the
smaller bar makes it look cleaner.

So +1 for the patch and +1 also to replace this background image
(topmenu_background_high2.jpg).

For those who are lazy to find out how to test:

1) check out how the second options palette looks right now:
  a) enable the t3skin.
  b) create a content element
  c) make sure the "Show secondary options (palettes)" is turned OFF.
  d) go to the "Header" field and see the options above

2) apply patch from Masi's email to HEAD or TYPO3-4_0

3) copy the file topmenu_background_high2.jpg to
typo3/sysext/t3skin/icons/gfx/topmenu_background.jpg

4) check out the same as in 1) and see how it looks.
