[TYPO3-core] DRAFT and read-only fileadmin access again

Hi!

We had this before but just as I was preparing a new site I again noticed 
that DRAFT without read-only fileadmin access (from the element 
browser!!!!) is absolutely pointless.

There is no need for File>Fileist, but the element browser is essential.

There was no resolution earlier. I begin think that either nobody is using 
workspaces or that everybody is using custom workspaces.
