Hi!

It seems that all bugs have the "has patch" and "patch is reviewed" flags 
set. When I create a new issue I get only "patch is reviewed" (which I 
shouldn't) and it is check as a default.

Whoever has the rights to change it:

I suggest that in the DB all flags are cleared and that the new form gets 
"has patch" unchecked (but no "patch is reviewed".
