I think we will need a confirmation from the person who reported the 
issue after 4.0.1 is released. I don't know in what context he was using 
t3lib_htmlmail.

I encountered the problem myself and the patch does fix the problem I 
encountered. I would expect issue 3311 to have the same cause, but I 
cannot be  certain.
