[TYPO3-core] RFC: Fix charset encoding in TYPO3 mails (not only direct_mail)

Hi again,

attached is a new patch. I've mainly merged the things I consider useful
from Stanislas' patch into this one. Changes are as follows:

- added use8bit() function
- added the newline fix
- added "formatflowed" to the Content-Type when 8bit is used
- use TSFE->config[metaCharset] if it was set

@Stanislas:
I did NOT merge these changes:
- Fix Message-ID
- Usage of $this->innerMessageid

Please fix them separately.
