[TYPO3-core] RFC: Fix Install Tool descriptions

This is a CVS patch request.

Problem:
Some of the settings in the Install Tool miss a description although it has 
been specified.

Solustion:
Move XCLASS definition (which seems to cause that problem) to the end of the 
array definition.
