[TYPO3-core] RFC: Allow table names to be "cache_..."

This is a CVS patch request.

Problem:
I have an extension that caches some data in a separate table. I want to name 
it "cache_tx_dirlisting" but that name is not allowed by the EM.

Solution:
Fix the EM to accept cache_ in front of a name.
