[TYPO3-core] Another patch request for t3lib_htmlmail

[Jan-Erik Revsbech (MOC)]

Why is the function quoted_printable re-introduced in t3lib_htmlmail? I think we should keep the one in t3lib_div and not have a duplicate in t3lib_htmlmail. Or is there a difference from the one in t3lib_div? In that case the one in t3lib_div should be updated I think.
