[TYPO3-core] Mailing list opened

Hi all,

for your information: I have just opened this mailing list to everybody. From 
now on, everyone who wants can post to this mailing list.

However, the mailing list will remain as moderated, and only those people who 
have CVS access to TYPO3core can post messages.

The idea of this mailing list was that core developers can post their patches 
for review before they enter CVS. In order to keep traffic on this list as 
low as possible it is not meant as a pot for posting that nobody will take 
responsibility to get it into CVS.

Therefore the preferred way for non-coredevs to submit new patches is still to 
use the bugtracker instead.

I hope this is ok for everyone.
