[TYPO3-core] Tagged TYPO3_4-0-0beta2

Finally the beta is ready.

I have now tagged TYPO3_4-0-0beta2 in CVS.

Question: Do I need to merge these changes back into HEAD now or should we
wait with that and make one huge merge after 4.0 was released?

If you think it should be merged now, then I would like you to NOT make any
commits today until I confirmed that I finished this operation.
