[TYPO3-core] RFC: various fixes to the EM (1907, 1581, 17, 2054, 35, 365)

Type: bugfix/cleanup

Problem: Various bugs, namely

 http://bugs.typo3.org/view.php?id=35

Solution: the attached patch fixes those in one go. In addition general 
cleanup takes place (removing needless code, adding return values). Support 
for listing own/member/selected extensions has been removed already, as this 
won't be supported by TER2 anyway.

(I lost a great deal of refactoring results today, so I thought I might as 
well start again with the simple stuff. fsck is not always your friend.
