Do you have a link or some kind of help to offer to assist on avoiding
"not UTF-8 conform  patches/CVS submits"?

Any easy way to find out about correct/not correct?

I'd prefer the one targeted at *nix, win might be important too?
Do I need to set my locale to UTF-8?

I am still kind of lost with this stuff. :-<
