[TYPO3-core] Remove custom URL for RDCT link feature

This is probably not the best solution, but the most efficient:

We've had a lot of problems caused by the RDCT URL in direct_mail. Once it 
didn't contain a trailing slash, once the "index.php" string was missing, 
etc.

The solution is pretty simple: Get rid off the feature completely! I've not 
seen any situation when it was useful to override TYPO3_SITE_URL with a 
custom URL, therefore I think we can simply remove this kind of flexibility.

This patch probably needs Kaspers ok because of unknown impacts it could have.
