[TYPO3-core] Unwanted functionality of BE in last CVS versions

Hi!

Just installed recent CVS version. It is amazingly faster than version 3.9.0
from HEAD but there is a very unpleasant change in BE.

Neither I, nor my clients want to see this every time at start up:

Yes, we want run typo3 in compatibility mode. We need it because there are over
10000 pages and we may not check them all for problems.

I went to upgrade wizard, switched to new and back to old mode. Message remains.
Keeping this message *after* going through upgrade wizard is unfriendly to the
user. Message should go away! If user wants to stay in old mode, it is his
choice and it should be respected.

In fact, it would be good if users could select what new features should be
enabled. I understand that it can be hard but "all or nothing" is usually not
the best set of choices :)

Btw, it is better to remove numbers from buttons in update wizard. It is
uncommon GUI feature and looks confusing. For example, it shows "3" where I feel
it should be "2".
