Yes, this message is still there. It should not be visible if mode was
set explicitly.

Basically, message appears every time at login if typo3 runs in
compatibility mode set to earlier version than current. I.e. if
administrator sets compatibility mode to 3.8.1, he will always see big
red warning about compatibility mode. Very annoying.
