[TYPO3-core] RFC: fix bug #1614 - https as external URL

Hi!

Subject says it all. Add https as new URL type for page type "external URL".

Didn't look around the code to see if the URL type is used somewhere else in the code. SO I hope the submitter didn't run into problems he "forgot" to add to his bug.
