[TYPO3-core] USER_CINT again

Hi!

It's me and the infamous USER_CINT. Attached is the patch and a demo plugin.

FYI: A USER_CINT may decide whether its content shall be cached. The basic idea is to use cHash for it, just like it's done with a USER object. The advantage is that the dynamic content is rendered as USER_INT, so $TSFE->set_no_cache can be avoided.
