[TYPO3-core] NEWS.txt

Hi Ingmar & Martin,

didn't look at Martins improvements yet but will do so tomorrow.

Just a short note: The NEWS.txt file was intended as a collection of 
features/improvements that are worth mentioning in the announcement. As soon 
as we are ready with it, I will again contact Thomas Esders who is going to 
write this document for us.

So just prepare it as a good help for Thomas to start with.
