For example the control icons in web>list will just not be shown when a 
function is not applicable for an item. That's a bad GUI behaviour. The patch

In general I agree absolutely. Icon skinning and rendering should be done at 
installation. But even then a function to generate dimmed icons would be 
helpful/needed.
