Hi I fixed an issue in tcemain,

it is a simple error, default languages 0 and -1 is faked, but the loop below 
expects a 2 level array. 

The consequences where pretty rough, no unpriviliged user could add content to 
a page unless a language where defined.

It was also reported as bug #0002628 which I have closed.

Since it is a very trivial change I just cleared with Kasper and submitted.
