[TYPO3-core] RFC: Various improvements to t3lib_div::getURL

This is a CVS patch request.

Problems:
- Bug 1364: t3lib_div::getURL() uses cURL only for http protocol
- Indexed Search can't fetch http headers when using CURL

Solution:
Merge the getHeader functionality into t3lib_div::getURL().
