more details to this scrollbar problem with the middle mouse wheel:

When you scrool the scrool wheel while the mouse pointer is on the left
or middle frame of the backend, then it scrolls fine.

When it is above the right frame then nothing happens. When it is above
the right scroll bar then it works again.

This has worked fine in TYPO3 3.8.1.
