[TYPO3-core] Clean up tools for 4.0 dropped

Hi Core teamsters.

It is now clear that the clean up tools I wanted to prepare for  
version 4.0 will not make it for the release.
I'm not sure if anyone has been looking forward to this with great  
enthusiasm, I think not.
I will aim at making them for a 4.1 release sometime in the spring.  
If workspaces and versioning is going to be heavily used I expect a  
lot of request for these tools in order to clean-up the database from  
obsolete information - and checking and fixing integrity etc.
