[TYPO3-core] FYI: Fixed/enhanced dependency checking in the new EM

Hi.

I just committed a change to the EM code in CVS that brings dependency 
checking back to life.

It isn't as nice as it is planned to be, but it works again and shows the full 
list of dependencies at once, which is already an improvement.

Note: Now it checks version numbers, this affects PHP and TYPO3 version 
numbers for now (since version were not possible for extension dependencies 
until now). This means that tt_news caannot be installed on 4.0beta3 right 
now, or when running PHP 5.1.2: Rupi says it runs only until TYPO3 3.8.1 and 
PHP 5.0.5. :)

Question: should it be possible to override those version checks manually 
during install of an extension?
