[TYPO3-core] RFC: change comment/description detection in install tool

Just found out that the Debian devs seem to have solved the problem. So I've 
made a backport of mailman 2.1.7 and upgraded to that varsion.

The problem should be solved by now, I'm attaching a testfile to see if it 
really works.
