[TYPO3-core] RFC: In FEediting the creation of new records in other pages than the current should be possible

This is a CVS patch request.

Problem:
In FEediting the creation of new records in other pages than the current 
should be possible. With this feature you will be able to create new records 
i.e. in a sysfolder.

Solution:
Add a new TS config option to select the target folder where the newly created 
records should be saved.
