[TYPO3-core] FYI: localized user>workspaces (bug #4000)

Hi!

I've checked the patch of Andreas Wolf. It contained only changes from 
inline message to getLL() plus the added XML definitions.

I have applied the patch, removed some spurious "TODO: localize" comments 
and commited it.

Affected files are:

typo3/mod/user/ws/index.php
typo3/sysext/lang/locallang_mod_user_ws.xml
