[TYPO3-core] Poll: 4.1 and PHP version

There are quite a number of +1 an do -1.

Kasper and Michael, are there any reasons not o require PHP 4.3 for 4.1 
(trunk)?

If not, I'd like to remove all relevant php_version and function_exists 
checks for beta2.
