[TYPO3-core] RFC: dynamic log file name (bug #2717)

Hi!

This is a SVN patch request.

Problem: For stats log rotation you need an external tool.
Solution: use dynamic file names using strftime. Analyzers like AWstats 
(see http://awstats.sourceforge.net/docs/awstats_config.html#LogFile) 
usually deal well with such a setup).

Patch by Francois Suter (used successfully) and Michael Stucki.
