[TYPO3-core] RFC: Bug 1454: cookie lifetime from the localconf will be ignored

I had to shut the newsserver down yesterday evening after I've noticed that 
the hard disk ran out of space.

(Apparently there was no problem with the disk space of the newsserver but 
with that of the host system of this virtual server.)

Anyway, thanks for your three +1 for this patch ;-)
