[TYPO3-core] possibility to hide the results when results are show (indexed_search)

> show.rules = 1 => show only if there are no search words
> show.rules = 2 => show always

Sounds like a good idea. This would change the default as we wanted it
to, and it would still be possible to change it back to the old
configuration.

Note: We should use a compatVersion condition here to make sure nothing
is changed in compatibility mode.
