[TYPO3-core] RFC: Fix default value of devIPmask

This is a SVN patch request.

Problem:
Not a real problem. The default value of $TYPO3_CONF_VARS[SYS][devIPmask] is 
set to "192.168.*,127.0.0.1". This matches a lot of internal networks and may 
affect Intranet sites to display debug output.

Solution:
Change default value to "127.0.0.1,::1"
The IPv6 version also enables debugging for local development on computers 
using IPv6 (anyone?).
