Hm, shouldn't be TSFE->renderCharset be used?

Note: renderCharset may be different from metaCharset. renderCharset is used for generating the content. If renderCharset and metaCharset differn than the whole generated content is converted to metaCharset at the end of the page rendering.

AFAIK, renderCharset is initialized via config[renderChareset]/config[metaCharset]/BE[forceCharset] (in that order).
