[TYPO3-core] RFC: Fix bug #2485: handling of fieldset is counterproductive

This is a CVS patch request.

Problem:
If you add a form element with radio buttons you get three fieldsets by 
default. 
 One from stdWrap.wrap around the form,
 one from RADIO.layout
 and one from hardcoded for radio button.

Solution:
Remove one fieldset so only the form fieldset and one radio fieldset remain.
