[TYPO3-core] RFC: fix for bug #313 (RESTORE_REGISTER in lib.stdheader)

Hi.

Problem:
in TS by css_styled_content 'lib.stdheader' fills multiple registers.
RESTORE_REGISTER therfor fails, or does not affect the right registers,
if lib.stdheader is used between a custom applied LOAD_REGISTER and
RESTORE_REGISTER

Solution:
call RESTORE_REGISTER in lib.stdheader.98 and .99

The solution/patch is provided by Ernesto Baschny!
