[TYPO3-core] RC3 Patch

Hi guys,

rc3 is now being packaged by Stucki, so does anyone want to write the
announcement? Martin?
I don't have time for it at the moment...

I think it just needs someone writing down what changed so people know
what to test. And you can announce that this time we really don't want
to change anything for final, so hopefully it'll just be renamed to final.
