I removed Ernesto's patch (iconv-php4-typo3-4rc2.diff) and added
config_default_iconv_check.diff instead.

The link was probably still there for you because of the page cace. I
just cleared the cache on
http://typo3.org/development/40rc2-to-rc3-patches/ so the links should
work again.
