[TYPO3-core] Define order of extensions to be loaded

Hmm, I just noticed that I forgot to add the default value to
config_default. I also switched from preg_match_all to
t3lib_div::trimExplode() which seems to be easier to use in my opinion.

Attached is a new patch that replaces the old one.
