[TYPO3-core] Security check on BE admin front page: Add a link to Install Tool, encryption Key section

The subject says it all.
I'd like to commit this to HEAD and 3-8.

Attached are two patches: A big one (the real one) and a smaller one for
which is easier to read (because I also changed many "" to '').
