[TYPO3-core] Hook request

This is a hook that has been requested by Stig Nørgaard Færch:

Add new elements to alt_topmenu_dummy.php. Used at least by extdeveval and
his "roles" extension.

I think his patch from the bugtracker was totally wrong, therefore I've made
a rewrite of it which is attached. Also I attached a patch to make
extdeveval using this hook (watch the comments in the Diff file!)
