[TYPO3-core] RFC: startup module in alt_main

This patch adds GET-parameters "module" and "modParams" to alt_main.php. Thus 
allowing direct acces to any module in the backend from outside link.

I have also moved the check for the user configuration "startUpInTaskcenter" 
so it now sets the taskcenter through the JS framework instead of directly in 
the frameset. Which makes the module-menu highlight correctly etc.

A future feature could be to allow the user to select any module as their 
default startup module, which could be pretty easily implemented in alt_main 
now.

I need this for the workflow development and I have cleared it with Kasper 
already.
